The answer to your question is because once you create a Gmail account, you can’t change your email address to another name. No matter what.
Even if the name you want to use belongs to a deleted account. You can’t change it to that.
You ask why you can’t use the address of a deleted account.
Because Google never recycles deleted accounts once they have been deleted for a few weeks due to identity theft issues.
